Correct Answer: Option B
Explanation:
The correct answer is the Secretariat. The principal organs of ECOWAS are the Authority of Heads of State and Government, also called the Conference, the Council of Ministers, the Community Tribunal, now the ECOWAS Court of Justice, and the Executive Secretariat. Of these, the Secretariat is the administrative arm rather than a policy-making organ in the strict sense, and in some classifications it is treated as the bureaucracy that serves the organs rather than as an organ itself. The Conference, the Council of Ministers and the Community Tribunal are consistently listed as organs, so the Secretariat is the option that does not belong.
